It is hard to know anything without seeing him and a written report of his lab tests. But if he has been tested and has Klebsiella, I think he would need antibiotic injections for at least several days. He probably also needs injections of fluids to prevent dehydration since he is not eating and is vomiting. His cage and dishes need to be kept very clean so he does not get reinfected, and people need to avoid kissing him or giving him food that they have been eating which would have their germs on it. People have many bacteria in the saliva which will make birds sick. Finally, he needs to be kept warmer, around 80 degrees F, because sick birds feel better when they are warmer.
Best of luck.
